The article did not say why the ordinance was created. I have no issue with providing food for the homeless, but most of these providers give the homeless "to go" food in various containers that will almost always end up as litter. On the south side of downtown Shreveport, where various groups give food to the homeless, there are huge trash piles. There's got to be a way to feed the homeless without creating a trash mess.

I can see both sides. This guy just wants to help out some poor people. The city is just sick of having tens of thousands of homeless people.

"I have tried to abide by their regulations, but we just are not able to provide a port-a-potty," he said. "I believe that is the job of the municipality, anyway."
It sounds like he would have been ok if he got a porta-potty.

I could see why they'd have a port-a-potty requirement.
There used to be a bunch of homeless drunks who would get plastered under the Murphy St. overpass in Shreveport. I looked down one time and couldn't believe it: trash four or five feet deep with a lot of readily visible human waste. Brush around it has grown up and the trail is gone, so I assume the City ran them off.

There is no reason why there are not "homeless gardens" everywhere there are homeless. Businesses and the local community could get involved and could help teach skills, build a sense of value, and provide nutrition to feed those without the necessary means of providing for themselves.
Problem meet solution.
